Hurlingham Preschool would like to acknowledge the assistance of the Victorian State Government in subsiding four year old kindergarten. Three year old kindergarten is not subsidised.

In order to provide a high standard of education and rich programs which include incursions and excursions, we do need to charge fees. The Fees are determined by the Committee of Management annually, and although they may vary from year to year, we endeavor to keep them at a minimum.

Payment of fees

Invoices will be issued via email prior to the commencement of each term and must be paid by the due date.

The invoice for the first term will include the option to pay the full fee in advance and obtain a $20 discount for advanced payment.

Kindergarten confirming fee

This non-refundable payment secures a child’s place at the service and is payable on acceptance of an offer. Eligible concession card holders will not be required to pay this fee. Families experiencing hardship should also discuss any difficulties with the service.

Refundable Voluntary Labour Levy

Hurlingham Preschool is a community based kindergarten who not only actively encourages family involvement, but depends on it to maintain costs at an affordable level for all families. However not all families are able to assist at the service. A refundable Voluntary Labour Levy applies as the committee identified an opportunity to replace paid labour with voluntary labour. Payment will be refunded to parents/guardians on participation in 2 working bees for at least 1 hour each or 3 committee meetings. A range of other activities can be offered to enable families with different time availability and skills to access the refund. Eligible concession card holders will not be required to pay this levy. The levy is not intended to be a barrier to participation and families experiencing difficulties should discuss this with Hurlingham’s Administrator or Operations Manager.

Kindergarten Fee Subsidy (4 year old funded program only)

The Kindergarten Fee Subsidy is provided by DET and enables eligible children to attend kindergarten free of charge or at minimal cost. Receipt of this subsidy means that eligible families will not be required to pay full fees but will have to make a small contribution as deemed by the government. Families eligible for the Kindergarten Fee Subsidy are encouraged to pay the Refundable Voluntary Labour Levy if their financial circumstances permit, however it is not compulsory. This payment is refunded at the end of year providing families have attended at least two working bees during the year for a minimum of 1 hour each or 3 committee meetings, and there are no outstanding fees.

Families who may be eligible for the Kindergarten Fee Subsidy (four-year-old programs only) include those who are:

  • Health Care Card holders
  • Pensioner Concession Card holders
  • Department of Veterans’ Affairs Gold Card or White card holders
  • Temporary Protection/Humanitarian Visas 447, 451, 785 or 786
  • Asylum seekers on Bridging Visas A–F
  • Refugee and Special Humanitarian Visa 200–217
  • Resolution of Status (RoS) visa, Class CD, subclass 851
  • Aboriginal or Torres Strait Islander children

Triplets and quadruplets

Triplets or quadruplets attending a funded kindergarten program in the same year are eligible. The original or certified birth certificates of the triplets/quadruplets must be sighted.

Early Start Kindergarten fee subsidy (3 year old program only)

This is a funded early childhood program that is planned and delivered by a qualified early childhood teacher free of charge, the preschool receives funding for children who meet the eligibility criteria. A child is eligible for Early Start Kindergarten if they are aged three by 30 April in the year they will be attending a kindergarten program, and:

  • are Aboriginal and/or Torres Strait Islander, or
  • has had contact with Child Protection (or been referred by them to Child FIRST).

Hurlingham Preschool is committed to providing access to other children who may find it difficult due to financial reasons to enrol in the 3 year old program and such families are encouraged to contact the Administrator to discuss payment options.

Child Care Benefit

Child Care Benefit (CCB) is an Australian Government payment that can assist eligible families with the costs of childcare at an approved or registered care provider.  Hurlingham Pre-School is a registered care provider with the Family Assistance Office (FAO).

CCB is claimed directly by parents/guardians from the Family Assistance Office and can only be claimed after fees have been paid in full.  A CCB receipt will be issued by the pre-school at the end of term 2 and 4 or earlier upon request. The amount payable is set by the Australian Government.

Late collection charge

The committee reserves the right to implement a late collection of children fee where parents/guardians arrive late to collect their child/ren. (Refer to the Late Collection of Children Policy regarding the procedures for the late collection of a child.)

A late collection fee for first offenders will be charged at a rate of $1.00 per minute, commencing 10 minutes after the scheduled finish time of the session, which will be invoiced separately and is payable within 5 business days. A subsequent offence will be referred to the Committee of Management for discussion of appropriate penalty at the next committee meeting.

In the event of late or non-payment of fees a flat fee of $20 will apply.
